'fsma SaaS' eliminates Supplier, Brand owner and Co-manufacturer supply-chain challenges for the FDA stakeholders

Automated performance evaluation

Brandowners or Co-manufacturer -supplier verification

by offering a technology solution with zero costs to brand owners and co-manufacturers

In support of an extension of enforcement, discretion informed FDA that industry had faced difficulties revising contracts to allow brand owners to share supplier information with co-manufacturers”

— Hogan and Lovell

SARASOTA, FLORIDA, UNITED STATES, October 28, 2020 /EINPresswire.com/ — On November 6th, 2019, the Guidance on the ‘Supply-Chain Program Requirements and Co-Manufacturer Supplier Approval and Verification for Human Food and Animal Food: Guidance for Industry’ was due to be FDA enforced. However, because the ‘FDA has learned of additional challenges industry is facing in trying to meet the supply-chain requirements; the FDA will continue its enforcement discretion policy while advancing its work with stakeholders to better understand these challenges and to consider possible solutions to address these situations’. The challenges were due to the following guidance:

1. Supplier Approval FDA does not intend to take enforcement action if:
(1) a brand owner conducts supplier approval activities, (2) the co-manufacturer describes these activities in its food safety plan, and (3) the co-manufacturer conducts any necessary supplier approval activities not conducted by the brand owner

2. Supplier Verification FDA does not intend to take enforcement action if:
1) a brand owner determines and/or conducts supplier verification activities for its co-manufacturer, (2) the co-manufacturer describes these activities in its food safety plan, and (3) the co-manufacturer conducts any necessary supplier verification activities not conducted by the brand owner

According to Hogan Lovells ‘Comments submitted to FDA in support of an extension of enforcement, discretion informed FDA that industry had faced difficulties revising contracts to allow brand owners to share supplier information with co-manufacturers and that the rule presented additional challenges that could not be resolved just through contract revisions. For example, industry comments highlighted the resource burdens on both brand owners and co-manufacturers that would occur if verification needs to take place on the co-manufacturer level. Comments also expressed concern that entities would be required to hire additional personnel or redirect current personnel away from more substantive supply-chain work in order to facilitate compliance, but that these efforts would not add value for food safety.

Collaboration appears to be the approach among the stakeholders to reach an agreement. Technology-enabled collaboration provides a win-win-win for the supply-chain stakeholders. FSPCA directs the operationalization of FSMA. FSPCA mentions ‘control’ 54 times. Consider how your organization executes 'control'. A system of controls is distinctly different from a checklist of FSMA clauses.
'fsma SaaS' controls are based on the mechanics of error proofing and management by exception techniques, which leads to a resolution of the stakeholder challenges.
The three issues which inhibit contract revisions are
? Sharing of supplier information with co-manufacturers
? Resource burdens on both brand owners and co-manufacturers for verification of records
? Additional staff shifts away from more substantive supply chain work. Such efforts do not add value to food safety

‘fsma SaaS’ digital application facilitates control through the following
1. Supplier scheduled download of food safety plan / preventive controls to an Ipad and uploaded supplier records in real-time for external access
2. The Brand owner can direct the supplier which information is to be shared with the co-manufacturer electronically at the push of a button, to support the supply chain
3. Standardized formats from all suppliers on a dashboard to enhance efficiency for lower costs
4. A measure of the effectiveness of controls to determine supplier performance
5. Automatically triggered corrective actions when requirements are not met

The brand owner sees all the records for the lot run with the opportunity to be selective to what is visible to the co-manufacturer. Both parties have a separate dashboard of supplier information. Limited access to supplier records by the co-manufacturer is decided by the brand owner. Similarly, the co-manufacturer enables brand owners to verify their operations in real-time.

Supplier Approval
? Approval
‘fsma SaaS’ facilitates supplier approval by the brand owner through the fulfillment of the food safety plan and preventive controls. ‘fsma SaaS’ offers data entry of the parameters so that the brand owner is assured that the legal requirements are met; so that there is no chance of supply interruption due to citations by the FDA. The co-manufacturer has digital access for inputs into their own food safety plans and can be approved on behalf of the brand owner if required.

Supplier verification
Separate verification frameworks are provided by ‘fsma SaaS’
? the capability to verify each lot for the full supplier process, by the brand owner which is not seen by the co-manufacturer.
? The co-manufacturer in a separate partitioned section for the same lot verifies only the information that the brand owner wants the co-manufacturer
to verify. e.g.
o food safety plan /preventive controls
o food testing
o verification of calibration
o environmental monitoring
o Confirmation that no corrective actions are required.

The Supplier and co-manufacturer performances are automatically measured as a percentage variation to the total number of procedures and trended. The brand owner can then assess the actual performance of their individual suppliers or co-manufacturer.

Resource Management
The cost to brand owners and co-manufacturers (as receiving facilities) is zero dollars to utilize ‘fsma SaaS’ Both these entities access the relevant completed production electronically for the actual point of use records, which can be done prior to shipping in real-time. Enhanced efficiency means lower than current costs to do so – especially since there is no direct charge for receiving facilities to conduct verification. Co-manufacturers receive product documentation in a digital format from the supplier into their own systems or 'fsma SaaS', if they chose to do so.

Only the production entities accrue a subscription cost for utilizing ‘fsma SaaS’. The online / Ipad system is more efficient leading to lower costs. Additional or shift of human resources from other areas is unnecessary due to error-proofing and automation control. Access provides real-time original records, ‘fsma SaaS’ solves the issues associated with supplier/ brand owner /co-manufacturer challenges.

Jeffrey Lewis CEO of ‘fsma SaaS’ states that at the one-year anniversary of the enforcement date, 'fsma SaaS' is pleased to offer a solution of guaranteed FSMA compliance to the stakeholders providing them greater efficiency at a cost lower than their current practices. The brand owner is able to share only necessary information with the co-manufacturer. Contracts can be agreed to!'

About the Amador Wine Region
The historic Amador wine region traces its roots back to the Gold Rush of the 1850s as settlers came looking for gold in the California foothills. Many of the prospectors were immigrants from Europe and brought with them their love of wine. Vineyards were planted and wineries opened to supply the thirst of the miners. Some plantings from the Gold Rush continue to thrive in Amador County today, giving producers access to some of the oldest vineyards in California. The region is home to over 45 wineries and more than 3,700 acres of vineyards planted on rolling hillsides. Long a home of amazing Zinfandels, growers have planted, and winemakers are now making wines from a diverse array of grapes including Barbera, Sangiovese, and Syrah in the reds, and Sauvignon Blanc, Pinot Grigio and Viognier in the whites, just to name a few.

The region has garnered acclaim for full bodied, rich fruit flavors in its wines with balance and harmony that pair well with numerous foods and cuisines. Award-winning restauranteurs and sommeliers seek out wines from the Amador region to complement their menus and enhance their wine lists.

PanXchange Expands its Suite of US Industrial Hemp Benchmarks

PanXchange, Inc.

PanXchange, Inc.

PanXchange will begin issuing the first and only benchmark prices for US Hemp Grain and True Hemp beginning with its October 28th monthly report.

These price points are significant since we believe that by volume, these markets will evolve rapidly into traditional cash crops for US farmers, much like corn, wheat, and soy.”

— Julie Lerner

DENVER, COLORADO, UNITED STATES, October 27, 2020 /EINPresswire.com/ — PanXchange is pleased to announce that it will begin issuing the first and only US benchmark prices for Hemp Grain and True Hemp beginning with its October 28th monthly report.

Julie Lerner, PanXchange’s CEO and Founder, explains, “These price points are significant since we believe that by volume, these markets will evolve rapidly into traditional cash crops for US farmers, much like corn, wheat, and soy.”

Hemp Grain: The first and likely largest hemp grain market is for feed and food markets, given its nutritional value. If true, PanXchange may relaunch it’s US feed grain trading platform that it idled during the glut of 2016. Says Lerner, “hemp grain is an excellent food source for livestock and poultry, and we anticipate that it will soon compete on price with dried distiller grains, wheat middlings and other sources of protein and fat.

True Hemp: The largest use for this type of hemp includes biocomposites, cottonized textiles, and hemp paper. The common feedstocks for these processes today include petro-based raw materials like polypropylene and polyester and natural-feedstocks like cotton, coarse wool, and wood chips. Increasing concerns regarding the biodegradability of synthetic fibers coupled with a growing emphasis on reducing the usage of plastic-based materials in various regions, such as Europe and North America, is also expected to support significant growth in the natural fiber market for the foreseeable future.

These new benchmarks are part of a larger expansion effort by PanXchange in 2020. Earlier this year, we developed a member-only webinar to discuss monthly market prices and activity with our nationally renowned hemp team. Typically, these webinars are held the Friday after the market reports release, however on December 17th, the company is hosting a member-only year-end symposium to discuss its annual supply and demand outlook. For those following PanXchange’s progress in US hemp, they may remember that last December, the company was the first to issue market demand estimates by volume of hemp instead of broad addressable market values based on retail consumer product prices.

PanXchange has also increased access to its reports, with distribution agreements with CQG, Barchart, and Nucleus195.

About PanXchange
PanXchange is a market structure solution for physical commodities that feed and fuel the world. Centered around its institutional-grade electronic negotiating and trading platform, it offers instant market access and price discovery, especially in relatively thin and/or nascent physical commodity markets. With regard to its benchmark pricing services, PanXchange is a Price Discovery Platform, not a price reporting agency (PRA), because it is backed by actual physical commodity trade activity, not just reported values, which often includes brokers and analysts. PanXchange serves the US industrial hemp market, the 120-million-ton specialty sand (proppants) market for US oil and gas extraction, and East African agricultural markets.

United States Enables Zambia’s Leadership Role in SADC Regional Seed Export Policy

The U.S. Government, with SADC, Zambian Government and Lake Agriculture, commissions 250 MT of improved maize seed produced in Zambia for export to Mozambique

LUSAKA, ZAMBIA, October 27, 2020 /EINPresswire.com/ — LUSAKA – Today, U.S. government, through its Agency for International Development (USAID), and the Southern African Development Community (SADC), in close partnership with the Government of the Republic of Zambia, commissioned a pilot seed export from Zambia to Mozambique produced by emerging seed company, Lake Agriculture.

The USAID-funded Feed the Future Southern Africa Seed Trade Project awarded Lake Agriculture a K2 million ($100,000) grant to produce and export 200 metric tons of improved, high-quality hybrid maize seed, under the SADC Harmonised Seed Regulatory System (HSRS). With a joint investment of K3.7 million ($185,000) and strict adherence to the regional guidelines, the emerging seed company ultimately produced 250 metric tons of high-quality seed valued at K7.6 million ($381,000), yielding a 380 percent return on the USAID investment. Of the total amount produced, 216 metric tons are being exported to neighboring, seed deficit Mozambique, while the remaining 34 metric tons of improved maize seed will be sold on the local Zambian market.

“Through our Seed Trade Project, we are supporting the SADC Secretariat to harmonize the national seed legislation across all 16 Member States with the regional guidelines. Due to its location and ability to produce quality seeds, Zambia is uniquely positioned to provide the ideal seeds for this inaugural export,” said U.S. Embassy Zambia Chargé d’Affaires, a.i. David Young. “These pilots also provide an opportunity for seed companies—be they large or small—to meet guidelines and successfully produce and export improved seed. This is important, because it allows for meaningful market competition, which ultimately benefits farmers, and plays a major role in moving nations forward on their path to self-reliance.”

The Seed Trade Project has piloted the SADC HSRS with several seed companies over the past two years to identify gaps and capacity-building needs. The SADC HSRS is a set of regionally agreed upon standards, rules and procedures for seed variety release, seed certification and quality assurance, and quarantine and phytosanitary measures for seed.

To work, national governments must align their national seed legislation with the regional guidelines. Seed produced under the system bears the SADC seed label and certificate, making it available for export to any SADC Member State without additional red tape or lost time.
The SADC HSRS harmonizes national seed legislation with improved regional standards for seed production and allows for easier movement of high-quality seed consignments across national borders.

“Seed is fundamental to our survival and regional economic prosperity. I often say, ‘Without seed, there is no agriculture. Without agriculture, there is no food. And without food, there is no human life,’ and that is something we should all take to heart,” states SADC Food, Agricultural and Natural Resources (FANR) Director Domingos Gove. “I am so pleased to see the success of Lake Agriculture and several other seed producers who are taking advantage of the SADC Harmonised Seed Regulatory System, and I encourage more seed companies to engage and learn more about the process.”

Lake Agriculture received the USAID grant in December 2019, in time for the 2019/2020 agricultural season. Through its local partner, QualiBasic Seed Company, Lake Agriculture planted over 50 hectares of Lake 601 seed variety in Lilayi and Mkushi, and received regular field inspections from the Zambian National Seed Authority, the Seed Control and Certification Institute, throughout the process. To ensure full compliance with the SADC HSRS, seed inspectors regularly sampled and tested the crop and certified it met the regional standards.

“As a small seed producer, we found it difficult to break into the Zambian seed market. With the close partnership between us and USAID’s Seed Trade Project, we received valuable assistance on how to implement the guidelines and now feel like we can be a viable player in this market,” said Lake Agriculture’s Managing Director Mike Jackson. “This experience has not only shown us a path forward, but it has opened doors to many other markets and helped us produce more high-quality seed.”

About Feed the Future Southern Africa Seed Trade Project
The Feed the Future Southern Africa Seed Trade Project (Seed Trade Project) is a five-year project designed to increase the availability of high-quality seed of improved varieties to farmers in the Southern African Development Community (SADC) region, and contribute to increased agricultural productivity and improved food and nutrition security. The Seed Trade Project provides targeted technical assistance to facilitate implementation of the SADC Harmonized Seed Regulatory System (HSRS), which aims to boost seed trade across the region, integrating smaller and more isolated national seed markets into one larger SADC market.
